From what I have been able to glean, Kota Kinabalu does not seem to have any official information centre that a tourist might be able to visit for guidance. I think if there was one, it would be mentioned in either Wikipedia (Kota Kinabalu) or Wikitravel (Kota Kinabalu). Neither of those resources clearly identified such a centre as existing — or at least, not that I could notice.

Hotel booking website Agoda.com has a page purporting to show the Tourism Information Centre on a map — it is the blue icon resembling a camera. If you keep clicking on the map, it will zoom for a closer and closer view. Unfortunately, when you do this, the map itself does not grow and open up to give a clearer overall view; so zooming into it will fast get one so localized that it’s extremely difficult to know where in the city the location is.
Website World-Guides.com offers a page they call Kota Kinabalu Tourist Information and Tourism — their own version of a tourism information centre, I suppose.
And then there is a website called KotaKinabaluTourism.com that appears to offer much.

This is the view from the 6th floor carpark at Centre Point Shopping Center in Kota Kinabalu. Traffic was busy but still moving though. To make matters worse there was a white Toyota Land Cruiser which stopped at the roadside, which resulted in people horning. Here you can see the new Cititel Express Hotel under construction. You can also see Le Meridien Hotel, King Park Hotel, Sinsuran shoplots and also Wisma Bandaraya, reaching 12- 13 stories high.
